DOT Seeks to Go Digital with Drug and Alcohol Testing Forms

The Department of Transportation (DOT) is proposing an update to its drug and alcohol testing regulations. A recently published rulemaking notice suggests allowing the use of electronic forms and signatures, a move designed to modernize testing processes, reduce administrative burdens, and enhance efficiency for employers and service providers.

The Current Process

Under existing regulations, testing programs rely on paper-based forms such as the Alcohol Testing Form (ATF) and ODAPC Release of Information Form. These forms document every step of the testing process, ensuring compliance with strict federal guidelines. However, using paper forms often results in logistical delays, human errors, and higher administrative costs.

What the Proposed Rule Entails

The new rule would permit the use of electronic forms and signatures for drug and alcohol testing records. This change would not only reduce reliance on paper but also provide real-time data sharing and more secure record storage. Additionally, electronic systems can minimize errors caused by manual input, making the entire process more reliable and efficient.

Importantly, the proposal emphasizes that electronic forms and signatures will maintain the same level of security and integrity as their paper counterparts. Compliance with federal guidelines remains a top priority, and the DOT has outlined stringent requirements to ensure records are stored securely and are accessible when needed.

Benefits of Going Digital

For employers and service agents, the shift to electronic forms could lead to significant cost and time savings. It eliminates the need for printing, shipping, and storing physical documents, all while simplifying recordkeeping.
